This was the solution
lssyscfg -r lpar -m RACK2 --filter
"\"lpar_names=GDWEB2,GDIHQ2,GDISYS2,MAILTWO\"" -F name,lpar_id,state

Notice the exact placement of the escape (\) characters?
I had opened up the pmr and actually got the guy who wrote the technote
and CL program.
