According to RFC 1925: With sufficient thrust, pigs fly just fine.
Same problem exists in the z world. z/OS can run just fine on a PC running Hercules, you just can't get an IBM license to run it legally. For qualified IBM PartnerWorld(r) independent software vendor (ISV) members, they sell zPDT that allows mainframe operating systems, middleware and software to run on 'approved' x86 platforms for approx. $3K - $11K per year.
Everything at IBM has to be justified by the business case. The bean counters price it high enough to keep out the riff-raff and make sure the revenue pays for development and support costs. They aren't interested in offering z/OS free or a cheap 'hobbyist' type of license to get people interested in the platform and it's capabilities, that might even possibly result in expanded use or a larger pool of talent available. Ya gotta look at the business case for IBM right? Of what business use would it be to build a stack like that with IBM i on the top? Pretty much zero I'm thinking. So while it would be great for hobbyists and such NObody would run their business on that nor would they decide because of playing with that to run their business on IBM i.
