The thing about your assumption is that the standards are different
depending on whether you are looking for "code to get stuff done" or
"code for learning". Some code meets both of those goals quite well
(including some recipes in the ActiveState cookbook). That particular
one is what I'd call "shippable" but not one that I'd put into a
textbook.
