You can do it with FTPAPI...
As it allows you to specify your own Read() function instead of using the
default functions.
But you'd need to write your replaced function and then specify it via
FTP_putRaw
D FTP_putraw PR 10I 0 ExtProc('FTP_putraw')
D peSocket 10I 0 value
D pepRemote * value options(*string)
D peDescr 10I 0 value
D peReadProc * PROCPTR value
You'd pass a procedure pointer to your function in the peReadProc param.

individual records being sent?
I would like to be able to do something like this:
create empty file on remote server
read record from my DB file on the i
put record to the remote file
if no error, update transmitted date/time in my DB record
repeat until all done
close file
