Would seem reasonable to just ask to have the Edit command publicly authorized similar to the others.? There is unlikely to be anything valid offered to support their decision to have disallowed the one while allowing the others.?

Certainly not as /pretty/ as Edit Library List (EDTLIBL), but simply forcing prompting of Change Library List (CHGLIBL) might suffice.? The question mark as imposed-prompting character could be coded in a CLP or just typed on the command line, optionally preventing access to the Current Library (CURLIB) parameter; e.g. perhaps one of:

?CHGLIBL
?CHGLIBL ??LIBL() ?-CURLIB(*SAME)
