They are processed identically, even using the same generic /replace/ code [as part of the Librarian component of the OS]. The difference is, primarily, that in-use *FILE objects have been locked\allocated implicitly by the OS [due to /open/] to the job that created the ODP, whereas *PGM objects are not locked\allocated implicitly by the OS [due to a /call/] to the job that invoked the program.
