I'm not sure what's being discussed here; it sounds as though step 1:
update inventory for all pending orders, step 2: update backorder status
for all pending orders...step 9: update credit balance for all pending
orders, step 10: mark pending orders 'processed'. That would accumulate
hundreds or thousands of rows in 'commitment pending' status.

I don't do that. Rather, my commitment control deals with one order at
a time. Instead of each 'step' processing a batch of orders, each
'step' is a single business process (subroutine) for a single order. At
any given point during the processing of a single order, I might have a
few dozen rows in 'commit pending'.
