The problem is the definition of 'connect'. One can fire up any telnet
client - even the one that comes with Windows - and as long as the
telnet port is open in the firewall, you get a green screen 5250 session.

Mochasoft is a slightly more advanced application than simple telnet,
but it too only needs the telnet port to be open in order to supply a
green screen session.

IBM i Access is quite a different application. First, in order to get a
5250 session, Access needs to contact the licence server to make sure
one has paid for interactive access. The license server doesn't listen
on the telnet port - it has a separate port that it works over. If the
licence server is unavailable, Access will refuse to start a 5250
session. No licence, no session. That's why Access needs more ports
open than Mochasoft.
