Something from Mark - as good an answer as I was able to guess at!

I never worked on the System/38 until Release 8, around the same time that the AS/400 was first released.

But, I seem to recall someone telling me this ... not sure if it is true or not, but the story goes that in the early versions of CPF (1.0, 2.0...), SEU actually required keyed source physical files, and as you edited source code, it would update individual records ... Then at some point it was changed to suck the whole member into memory and let you "edit it" and then decide to "Save" it ... this may have been a carry-over from the System/36 SEU design, where you were dealing with a much smaller main storage memory address space, so on a real System/34 or /36, you likely could not load a very large member into memory, and so, they would need a design that allowed to edit the "working copy" on disk ...

Now, this is all anecdotal, since I heard all of this second-hand, and I never had any first-hand experience with any of that. But it sort of "makes sense" as to why they might want to allow for keyed source files. This might also have made it easier for various tools that generated source code to operate, being able to easily "insert" new lines in different sections of the code, etc., "on the fly" ... thinking of things like WSU here.
