I think this will take a minimum of two API's.
List Configuration Descriptions (QDCLCFGD) API
combined with
Retrieve Device Description (QDCRDEVD) API
I do not believe there are any "IBM i Services" currently available to yet
simplify this.

need to programmatically change this value for lots of workstation device
descriptions based on current values in the OUTQ parameter.
