cat /path/to/stream >> /path/to/outstream

If you want to select "records" to append look into grep. To understand >>
Google for a unix tutorial on piping and redirection. What it does is
redirect standard input to the second file (or stream file), but that's
probably as helpful a statement to you as a 2 sentence expaination of a
logical file to a LUW dba.
