There's 2 parts, one multi-platform and one platform specific.

IBM i Access Client Solutions
IBM i Access Client Solutions - Windows Application Package
IBM i Access Client Solutions - Linux Application Package

The ODBC driver is in the application package. That has to be downloaded
from ESS.
