How does one resolve PTF in damaged status?

The message that was issued saying the PTF is "damaged" [which BTW, conspicuously is missing; both that msg identifier and the full details\context], used to say what to do [paraphrasing]:

The PTF must be re-loaded with Load PTF (LODPTF) and then either removed permanently with Remove PTF (RMVPTF) RMV(*PERM) or, after resolving the problem for which the prior attempt to apply had failed, issue the Apply PTF (APYPTF) again.

I tried deleting, but that failed.
PTF *ALL-SI58452 V7R1M0 not deleted

The Delete PTF (DLTPTF) is, IIRC, not listed in the recovery for the error message(s) issued.
