How would I attempt to make the line active

First, I would do the WRKSBS thing and make sure that you're not in
restricted state. If F11 on WRKSBS shows your controlling subsystem as
restricted then STRSBS it. Yes, you can use STRSBS on a running
subsystem.

Second, the way most people make a line active is to vary it on. WRKCFGSTS
*LIN would use
1=Vary on

After that then
NETSTAT *IFC
would use "9=Start"
to make that active.

Do this
CFGTCP
1. Work with TCP/IP interfaces
5=Display
Does it say
Automatic start . . . . . . . . . . . . . . . : *YES
If it does, then someone stopped TCP or some such thing and you're trying
to start things piecemeal.

I would do the following
WRKJOB QSTRUPJD
Maybe you modified your startup job and it's stuck in a message wait. Been
there, done that.
