To me, it's more a matter of experience and perspective. Do you design a
product for developers who are stepped in the display file paradigm, who
would like to avoid the learning curve associated with HTML, CSS,
JavaScript and the browser DOM.

Or are you targeting those who view the world from the HTML, CSS,
JavaScript, and browser DOM perspective, who are front-end driven
developers, who view a "web services" role for servers.
