It's not a slamdunk, but you can do it. If you're running in PASE, you need a slightly different .profile. Be sure you set your CCSID on the file to 819 and follow the correct syntax and it works just fine. With PASE you don't use the -s (and you don't need it in QShell either).

So this works, provided the file is set to CCSID 819:

export JAVA_HOME=/QOpenSys/QIBM/ProdData/JavaVM/jdk50/32bit

Note the lack of -s in the export. Choose the correct setting for your JVM of choice.

Ok, but the point is that it's particularly tough to do as my vendor
suggested and "just change the default JVM associated with the user
profile" without knowing exactly how the user is firing up JVM. qsHell,
pase, and any other myriad forms of doing so.

Yeah, the "I don't think so" was as I was typing up the memo as a work in
progress.
What initially tipped me off was that the .profile suggestion came from a
part of the knowledge center which was
Programming>Shells and utilities>Qshell>Using Qshell>Customizing the
Qshell environment
Might have been different if it was coming from a java section of the
Knowledge Center.
