If you have either Python PHP already loaded on your system then there are ways of handling the FlateDecode feel directly. Since it is a form of zipping I’m not sure how much saving as text is going to be.

There may well be PASE or GNU utilities that can do what you need as well but I don’y know of them.

You are correct. I need to read data from the PDF and process it.

For now, my process will retrieve the PDF from the web site, store it in the IFS and send an email to our operator to save the PDF as TXT and run the final processing job. I would prefer that there be no operator involvement, but given that this is a once a month job it really does not warrant a software purchase.
