Was the list in the PDM not sorted on last change date by a change?

That would explain the last edited member being the first listed.

PDM was also repositioned so that the just-edited member was at the
top, though it wasn't at the top when I began editing it. In other
words, the ending state of the PDM UI was as though I had exited SEU
with repeated F3 to reject the changes, yet the member was still
updated anyway.

Darned if I can reproduce it on purpose, but I do believe it happens.
Just incredibly rarely on our system.
