That has got to be ancient. And is missing one item. Before the call to 
the
API there should be:
z-add 0 qusbprv
        I wouldn't do that if you ever want to actually know when an error 
occurs and what is the error.  Better, this (though I actually use my own 
structure so that I can also get the message replacement data for the 
error):
eval qusbprv = %len(qusec)
eval qusbavl = *zero;
