I don't know what the Linoma options do but if you start the IBM i FTP server with the "Allow Secure sockets layer=*YES" you can have regular unencrypted sessions as well as let suitably enabled clients connect encrypted. This might let you on-board those that can while leaving the others uneffected till you can finally force encrypted logins.
