True, but then you might flood the queue with messages you really don't care
about.
Alternatively: You'll catch users that figure out how to change the
priority on their own jobs, since it's so easy to do and does not require
command line access. (Think GUI, which most users have access to and unless
otherwise prohibited, allows them to easily change their own jobs)
