It means that the access paths will be rebuilt when an application will open them. The rebuild operation will lock the access path.
It also means that no program has tried to open them until now.

Do I need to force the rebuilds, empty the list?
Have a look at the estimated rebuild time. You could force, at any time, rebuild for access paths which require a short duration. You could also plan to rebuild those with an high duration later when you are sure they are not used, in order to reduce possible performance impact. Take care to the access path lock at rebuild time ; it will prevent a backup for instance, if you schedule it during the night.
