Maybe some more information that will help:

Why would the current state of the console tag be 0?

The panel shows A6005008. And it's also for some reason IPLing to the A

I can manually IPL to the B side and get things working, but everything

I've searched all over and can't find anything that tells me why I'm
getting the 406 error.

I've tried removing the system for ops console. Having it discover it, no
dice. Still the same things.
