We access the IFS all the time from Windows drive mappings and while it is slower than on a drive mapped to a windows server it's not minutes to open a file. Maybe 3-4 seconds longer. Our java developers keep all of their RDi work files and java source in the IFS and have never said anything about a speed issue opening files

I don't have help, but I have empathy. I see the exact same issue on our Power 8 machine at V7R2. Some people who don't shutdown their PC's very often seem to have better results than me, where I shutdown my PC every night.
What I don't get is that it doesn't appear to be an actual file serving issue. As you noted, you can transfer files in and out of the IFS very quickly. Same here. But, as soon as you try to open it directly, it freezes up for 5 minutes for me sometimes. That's odd to me.

I seem to have a very bad performance issue between the IBM I and my network when working with files in the IFS and applications on my PC.
We are on IBM I V7R2.
I have an excel .xml file called mytest3.xml (literally, that is the file name). The file is 17k and has about a dozen rows and columns.
When I open the excel file from the IFS the file takes about a minute to load (using MS Excel).
When I take the IFS file and move it to the network, the file opens instantaneously. (Note that moving the file from the IFS to the network using File Explorer is instantaneous).
.I have often thought that network, and also HTTP interactions, with our IBM I have been slow, but have never been able to pin it down.
The Excel experiment above seems to highlight the issue.
The question is, what approach can I take to try address this issue?
How can I investigate the problem?
Any help appreciated.
