Many releases ago IBM announced that not all LPP's will show on that list.
If you notice the list begins with a blank line.
On that blank line you can use option 1 to install, type in the product
(like 5733SC1) and the option (like *BASE).

You may want to look at an existing lpar and compare what you have
installed there.
DSPSFWRSC or GO LICPGM 10.
