Most include first year of maintenance in the initial purchase either as
part of that purchase or as a line item. X for purchase Y for annual
maintenance. Either way you're paying right away.
Yes you start paying before it's 'live' but you are using vendor resources
to get it going.

Every heard of maint charges starting right after purchase? Particularly
