I searched the 7.1 PTF cover letters for mch0601 and found 743 hits.
I searched again for mch0601 and X'04' and found one hit. But that ptf came out on a cume in 2013.
Good luck with IBM.
This space doesn't sound like a user space which the application program may have been processing wrong all this time and IBM finally tightened up the rules. This kind of space sounds different.

I would post on their forum your condition just to see if others using their application have run into it.
