Since you are doing the way you are, I 'ASS-U_ME' there is No HMC. If there
is all you need to do is set the IOA that has the tape attached as the
Alternate IPL Device.

If no HMC, then until LIC is installed, it won't see any buses other than
the CEC if I remember correctly..
