We use iText to process an external PDF as well. I would equate the
skill/effort required to the skill needed to implement Excel from RPG using
the HSSF java API's. We use it to add a text block and barcode to the PDF
as its being processed.

It started out as open-source, but is a dual license kind of thing, in case
that matters to you.

iText can do it. Of course you have to code some Java to implement the
rules but it's quite easy.

The pdf is produced externally and we need to split it into individual
