Most IBM links regarding this say something like:
- trying to download from CLOB (or some other data type you're not likely
to be using at V4R3)

One mentions that the data had invalid shift in or shift out characters
and double byte stuff in it.

Most fixes to this message involve giving you a better error message to
then figure out what you're going to do about the invalid data.

Try creating a very simple file and see if you get the same message. If
not, then figure out what you're going to do about the invalid data.
