If by /quote/ is meant apostrophe-delimited, then that should not
matter, best I can infer, given what has been shown in the OP and
followups. The value 'TRUE' is typically no different than the value
TRUE; i.e. the following are identical [and seems from a followup to
Dave, was verified already, per a test using a variable assigned to teh
value of 'TRUE', though we are uninformed of the declared data type and
how the value was assigned]:
RUNTIME((ASSEMBLY_PAGE_COUNTS TRUE))
RUNTIME((ASSEMBLY_PAGE_COUNTS 'TRUE'))
Note: that should hold true, even if TRUE is a Special Value; the
apostrophe as string-delimiter however, requires the delimited value be
upper-cased to match the effect for specification of the undelimited value.
