HPT at 7.1 cannot handle the AFPRSC keyword - you'd have to be at 7.2 or higher - I assume you are at 7.1 or below.

You're having similar problems as I am - if/when I get a solution, I'll put it here - I'll be contacting IBM support - you might try them, as well - they know this stuff better than probably almost anyone here.
