SV: Reinstall *ADMIN server

QSYS/CALL PGM(QSYS/QHCRPRECHK) PARM('-v')

could give a hint on what's wrong/missing.

I have a machine with an *ADMIN server instance that has really never worked
(when I start it there are three jobs in QHTTPSVR and just sit there).

I'd now like to remedy the issue by doing a reinstall of the *ADMIN
instance. I thought these(n1) instructions may have fixed it but they
didn't. Anybody have a link that shows how to accomplish reinstalling the
*ADMIN instance?
