My preference is similar to Jim's. I load the LIC first, then I protect them all with Raid (prefer Raid5 with Hot Spare), then I add them to the ASP, and then I load the OS.

You'll have to do a D mode IPL to an I_BASE_** DVD for whichever OS your loading. When choosing the option to load the LIC, chose option 2, to initialize the system. After LIC is loaded then you'll need to add the disk to the system, doing that will cause all of them to be reformatted. If they are marked read only (i.e. labeled like: DPH001. The "H" signifies it's read only) then you will need to use work with disk recovery to initialize the disk units first.
You'll have a system with all clean disk, licensed internal code on it and ready to load the OS and LPPs.
