where do I find "The optional Windows Application Package"?

Is it the .js files in the Windows_Application folder???

Is there a document that shows what I am supposed to do with these .js
files?

The files under Windows_Application, Linux_Application, and
Mac_Application are there to provide one mechanism for installing the ACS
base package. This is only one way to install it. Refer to the
QuickStartGuide.html for more information on installing. There is also
Documentation/GettingStarted.html
