I think at 7.2 there is a system value (QPWDRULES) to enforce even
CHGUSRPRF to respect password rules...

CHGUSRPRF does NOT use CHGPWD.
Most people use CHGUSRPRF to change the password for QSECOFR.
When you use CHGUSRPRF it does not use CHGPWD. It does not care about
QPWDVLDPGM. It does not care about any security system values about
password length, etc. It may still use those exit points though; I just
don't have the ambition to look that up.
