I could see how presetting rails could reduce system outage in a rack migration.

But,
I thought you had a Mimix type solution. Couldn't you just do a switch and migrate then? And minimize system outage that way?

We do switches quarterly so we're pretty confident.
Granted, there is some stuff we consider "sacrificial" when running on the backup machine. Certain key based packages not willing to offer us an HA discount. Certain test libraries. That sort of genre.
