QtmmSendMail was hanging and was fixed by PTF SI60261 on V7R2. Was
having trouble finding the PTF for V7R3 because the same thing was
happening there. Contacted IBM and was given PTF SI61076 which was
made available on Sept 1, 2016 but is not in any cum's yet.
Loaded it, IPL'd and problem was resolved.
Another FYI, more generally: There is a PTF cross-reference listing
that is created and maintained [for at least a release(N-1) to a
release(N)], specifically to enable preventing encountering such issues
on an upcoming upgrade. The listing allows ensuring that each currently
applied PTF on release(N) has a currently available PTF [corresponding
to the upgrade-to-release(N+x) PTF; where N+x is a /supported/ upgrade
path]. That other PTF would be ordered for load and apply after the
upgrade, if not already on the cumulative that is ordered/planned for
that upgrade; or lack thereof, serves as an indication that the
currently applied maintenance at release(N) is not currently available
on release(N+x) [such that possibly, depending on severity, there may be
cause to delay the upgrade].

Of course I can not be sure of when that specific data was capable of
being searched on the web, but the cross-reference would have been
available since sometime soon after the release was made available; i.e.
a link to that "fix cross-reference summary" document could be located
without knowing any specific PTF numbers.
