I believe that IBM thinks that Management Central is part of System i
Navigator which is part of the deprecated IBM i Access for Windows. While
I can find no statement about Management Central I am attributing that to
IBM feeling that it's part of the deprecated System i Navigator and that
the statement about that also applies to Management Central.
