I believe that IBM thinks that Management Central is part of System i
Navigator which is part of the deprecated IBM i Access for Windows. While

I believe some of the features of Mgmt Central may have been provided with the IBM Navigator for i product [aka web Navigator available on port :2001 via the browser]. For anything not there, I believe the older iNav feature must be used for a GUI, or instead to use what is provided [as commands and APIs] via the 5770-MG1 "IBM Managed System Services for i"... or is that the 5770-SM1 "IBM System Manager for i".?

No matter, what is likely the /same/ problem is discussed in [TechNote N1010537 "Messages CPFB93B and MCH74A5 Found in QYPSJSVR"] (http://www.ibm.com/support/docview.wss?uid=nas8N1010537), although not mentioned in the document is the IBM i 7.3; only v5r4 6.1, 7.1, and 7.2 are noted as applicable, though likely that is the typical effect of poorly maintained docs, as can be found everywhere via the web:
