I've never had to run the File Associations.

On Windows 7 I just create a shortcut to the Executable and pass it my bchx file as a parameter.
Then I set the icon for my shortcut and then run it. It opens my tabbed sessions.
Then in Windows I Pin the group to my task bar after its started.

Shortcut Target:
C:\IBM\IBM_i_ACS\Start_Programs\Windows_i386-32\acslaunch_win-32.exe "%USERPROFILE%\Documents\IBM\iAccessClient\Emulator\400tabed.bchx"

By bchx file contains all of my sessions opened into tabs, with exact location on both my screens.
