The help text for the TRG parameter on ADDPFTRG isn't very clear. The way I read it, it's saying that trigger names can be 128 characters or 258 if surrounded by double quotes. Clearly that's not the case.

"You can specify a maximum of 128 characters without delimiters or 258 characters with quotation mark (") delimiters."

Here is an example with some embedded delimiters.

Use the name this way in SQL: "delimiters""in"" the""name" The
actual name is: delimiters"in"the"name

The actual SQL name (as shown in any of the catalog views) can still
never be longer than 128 characters. But technically names could
contain up to 258 characters prior to un-delimiting them.

Yes, that's what I'm understanding now.

The only way you could use a full 258 characters in the TRG parameter is to fill it with double quotes ... which would be rather ridiculous IMO.
