I've taken a personal stand against bureaucracy like this. When I get
the 'corporate won't allow it' I make sure I find the manager who can
give me the paperwork to fill out to get a waiver. And I always fill
the paperwork out. And I always tell /my/ manager that the reason the
task she assigned me is not getting done is because of bureaucracy up
the food chain.

That said, is Java on your IBM i? If so, write some Java to set up and
consume the result sets from the stored procedures you want to time.
