SERVICES_INFO is an actual table that gets updated in each PTF group as
services are added and changed. No web magic here.

When you
run the same query on 7.2, the value for INITIAL_DB2_GROUP_LEVEL is set
to
9, since that is the 7.2 group where it was first available. And running

it on 7.1 returns a value of 38 for INITIAL_DB2_GROUP_LEVEL, since that
is
the appropriate level on that release.

Of course, that assumes that one is current enough at those levels to
have
this table updated? I don't believe this thing shoots out to the web for

updates like some of the ptf currency stuff does, right?
