documentation on something unique to stored procedure syntax. Rather, I
should just look for documentation on standard built-in SQL functions.

Yeah, for the most part, SQL stored procedures use the same concepts
that say, CREATE VIEW uses. To my mind, it's a bit like CL. CL on the
command line is like SQL from STRSQL et al. CL in a CLP allows things
like DCL, GOTO, etc. that can't be used on a command line. Likewise,
SQL allows control statements like IF, RETURN, and WHILE in an SQL
procedure, but not in STRSQL.

so let me ask the question this way... Where do I find documentation for
syntax or usages that are unique to SQL stored procedures?

The Redbook that was mentioned is a good read, but the canonical
reference for SQL control statements is:
