The standard for CSV text fields lists a number of characters with
special meanings.  Double-quotes around text fields are optional,
however if you put them there, then only the special character in the
text that matters is double-quotes, which are handled by doubling
them.

This is, "an" example.
becomes
"This is, ""an"" example."

Without the enclosing double-quotes the comma in the text would be an
issue but with them it is not.
