819 is ASCII...which doesn't support Japanese...
Assuming the file is actually in Unicode (UTF-8), use the CHGATR command:
CHGATR OBJ(/tmp/myfile.txt') ATR(*CCSID) VALUE(1208)
To change the flag to match what is actually there.
Then if you are using the new Java based Access Client Solution (ACS)
product, it should work.
If you're using the older IBM i Access for Windows, then it's not going to
work.

I believe you have to set the Code Page of your 5250 session in ACS or
Client Access.
