Uh, no. This has nothing to do with online form submission; rather, it is
about building up reports as PDFs, with some fields left open to
post-generation alteration, and/or the option (like in PDF IRS forms) to
fill out blank fields in the form using Reader, before printing it out,
rather than filling them with a pen or a typewriter, after printing it out.

(Of course, I realize that I'm probably the only one on this List who not
only still fills out his tax returns pen-and-ink, but takes pride in doing
so, but it was the first example to come to mind.)

You may be able to manipulate things with some 3rd party PDF tools (iText,
etc). But I doubt you can make blank fields with just the PDF conversion
software supplied with the OS.
