Apparently IBM has a program for those who want to migrate their 7.1 to a
service provider.
However this program will be withdrawn as of March 17, 2017.

I'm hoping this is indicative of a trend in 7.1 related withdrawals.
Much of the stuff withdrawn on this letter is simply replaced by newer
versions. Some not.
