Does this same RPG program write the records to SELRE25PHD? I'm
thinking that it hasn't written all of the records by the time the
CPYTOIMPF runs. Specifically, that the last of these records is still
in the I/O buffer.

Have you looked at Scott Klement's IFS API service program? You could
write() those records to the IFS directly, without having to go through
a DB2 table and intermediate utility.
