At this time there is no way to globally disable the dashboard from
loading on users screen. There are future plans to make this option
available. The only option you have at this time is to have each user
when they sign on to Navigator is to change the Dashboard to "Manual"
instead of "Auto" This way the next time they log on it won't try to load
the dashboard with new data and should speed things up.
